Read slowly and carefully.
Major Murphy’s discovery of the PREEMPT and DEFUSE files was not a coincidence.
Major Murphy’s explanation of his discovery of the PREEMPT files and other signals indicate that there are benevolent actors who have access to not only the top-secret information in JWICS, but also have access and the authority to distribute sensitive compartmentalized information (SCI) across systems.
These details are mentioned briefly in only a few places in this document. What is said is highly critical, but even more revealing is what was left unsaid and the questions it generates.
On page three of the report to the Inspector General (IG) Major Murphy informs the IG of the file path and location of the PREEMPT documents.
“The EcoHealth Alliance response to the PREEMPT BAA is placed along with other proposal documents in the PREEMPT folder on the DARPA Biological Technologies Office JWICS (top secret) share drive, address: Network/filer/BTO/CI Folder/PREEMPT,” (Murphy et al., 2021 p. 3).
The most important thing to remember in this passage is JWICS (conversationally - JAY-WICKS). JWICS is the Joint Worldwide Intelligence Communications System. JWICS is an intranet system of the highest class that is used by the DOD, DIA and Intelligence Community for storing SCI and other top-secret information (Pike, Intelligence).
Major Murphy had the credentials to see it all.
He says,
“The analysts produce their reports in a vacuum, absent the context the proposal provides. As a fellow at DARPA, I could see both, and can do the synthesis.”
“I am also privy to information obtained by congressional office investigators and by DRASTIC…” (Murphy et al., 2021 p. 3)
Major Murphy is authorized to see everything.
Next, Major Murphy tells us that the folder in which he found the PREEMPT BAA,
“…was empty for a year,” and, “The files, completely unmarked with classification or distribution data, were placed in this folder in July 2021…” (Murphy et al., 2021 p. 3).
Read that again.
Now, imagine this: you boot up your highly secured SIPR/NIPRNET/JWICS connected computer. Insert your CAC. Enter your associated code. The system verifies your credentials and you are allowed in. You open the JWICS share drive then open the “Network,” folder. Then you open the “BTO” folder then the “CI” folder. When you open the “CI” folder you see another folder labeled PREEMPT.
You open it.
Empty.
You keep coming back to check.
Nothing.
One day in July 2021 you open it and find the PREEMPT BAA along with all its supporting documents:

All the documents are completely unmarked with classification or distribution data. All dumped into a previously empty folder that was appropriately named to contain the documents. No idea where they came from, who transferred them or what time the transfer was made. It’s not mentioned.
The properties do not display the normal information. Not only is this a major anomaly, but the documents happened to be exactly what Major Murphy needed to tie everything together and confirm his lab-leak/gain-of-function hypothesis regarding SARS-COV-2.
Further, Major Murphy emphasizes the standard security and organizational procedures at DARPA stating that,
“No files at DARPA go unmarked in classification or distribution, including proprietary documents. Furthermore, PREEMPT is an unclassified program,” (Murphy et al., 2021 p. 3).
PREEMPT was an unclassified program, but it was never filed appropriately or classified correctly after DARPA “denied,” the Project DEFUSE proposal. It was never reviewed for classification. That process requires others to see the material to adjudicate and classify it appropriately for storage and access.
“…the program detailed in the BAA response was conducted until it was shut down in April 2020,” (Murphy et al., 2021 p. 3).
You may ask, “I thought the project was denied? There was an included Project DEFUSE Rejection Letter in the references!
Question: Where would you move the files to avoid official oversight processes regarding classification? Somewhere off-site? (What is a SCIF... 2017)
Cover-up. (Cont. in Part III)
Partial Explanation:
There was a semi-successful effort of,
“…suppression executed by the government and the Trusted News Initiative…” (Murphy et al., 2022 p. 6).
They provided the cover with mis- and dis-information campaigns. …”
This was not random. There was no automatic declassification protocol for the files to be distributed at a predetermined time. The documents didn’t contain those classification instructions.
These files were purposely moved into a predetermined folder labeled “PREEMPT,” within the JWICS system from a location off-site where the files were buried. It is the authors educated guess that these files were found and transferred by someone with access to SCI, JWICS, off-the-radar DS SCIF’s and other systems, with the ability to ignore obstacles of agency affiliation or administrative/credential blocks. The individual(s) HAD IT ALL.
When did JWICS overhauls begin to pick up speed? Are they still ongoing? What advancements have been made? Future direction? (Intelligence Communications System gets Tech Refresh)
Would this conspicuously timed pre-plandemic JWICS revision prevent a dump of non-reviewed incriminating materials from SCIF’s previously controlled by bad actors?
What agency administers JWICS?
Who directs that agency?

Major Murphy possesses the highest standards of conduct of the United States Marine Corps. He followed the correct, lawful guidance of the UCMJ and kept the vow of his oath. His chain of command at a highly esteemed, advanced military organization disregarded his justified and verifiable concerns completely.
But, Major Murphy was ready.
Major Murphy is one of the honorable men that exist in the world.
A Patriot.
Make no mistake,
They’re everywhere.
“Previously, the nation did not know itself nor the adversary in the pandemic conflict. Now it knows both.” (Murphy et al., 2022 p. 5)
Do you know yourself and the adversary now?

I offer a brief comment to those that desire answers and to those that withhold them:
To those seeking answers, I offer encouragement. There are good people striving for the truth, working together in and out of government, and they succeed.
To those that withhold, I pray for you. Find the moral courage to come forward. Don’t let a lie be our legacy to posterity.
People will forgive. A commitment to truth is in the heart of this nation.
